LoL Patch 13.12 Notes Overview

Patch 13.11 put the focus on nerfing and balancing out some of the most overpowered items and champions after the mid-season changes. Just like we expected, there were higher levels of volatility and imbalances across different roles, with some champions performing better than others.

Now that things should be more in line, we are going to have a big patch this time around. Lots of champion buffs and nerfs, with a few item adjustments as well. According to Riot Phroxzon, the goal is to nerf some of the solo queue overperformers and some pro-play staples.

Based on the changes, there are going to be some champions on the radar: one of them is Rell, who received her mid-scope update. She was weak at the beginning so Riot gave her a hotfix that pushed her up quite heavily. Now that she’s behaving really well, the devs are targeting her jungle clearing, lowering her damage to the camps, and tuning down some of her base numbers.

According to Riot Raptorr, their goal is to convert her multiplier on total damage to flat numbers, which should make balancing things easier, especially with AP, going forward. It should be a slight nerf early, with a bigger nerf in the mid-late game clear.

Zeri is also getting some nerfs considering her high presence across both professional play and solo queue with the latest Trinity Force build. Below you can find the number changes planned for her.

Update (June 2): Game designer Spideraxe has published the first two champion changes for the patch: Rumble and Lucian. The latter is getting some changes to his passive, while Rumble is getting major tweaks across his entire kit, including his Overheat passive which is expanding to 150. Below you can find all the tentative number changes.

How will the upcoming patch impact the meta?

Lots of changes have come in and most of them are going to impact professional play. Zeri is definitely one of the big losers of the patch and she will likely disappear from the meta. With Yuumi, Lulu, and Milio getting nerfed as well, we might see a meta shift toward other ADCs, with more aggressive choices.

Gragas top lane is also getting heavily nerfed with a 4-second increase on his passive, greatly decreasing his sustain at all stages of the game. His top lane version will lose value.

  • Passive base magic damage: 14 ⇒ 10

Lulu – Nerf

  • Armor: 29 ⇒ 26

Rell – Nerf

  • Default adaptive force: AP ⇒ AD
  • Q – Shattering Strike
    • Cast time: 0.5 seconds ⇒ 0.4 seconds

    • Percent damage Cap: 150 vs monsters (only affecting epic monsters)
    • Jungle damage from 250% of base ⇒ 100/145/190/235/280 bonus damage to monsters (roughly even with live, but the percent health damage is going from 10% with the multiplier to 3%)

Rumble

  • Base health: 659 ⇒ 650 ⇒ 625 (changed twice)
  • Health growth: 99 ⇒ 105
  • Maximum heat: 100 ⇒ 150 (Overheat now at 150) – Danger zone still at 50
  • Overheat duration: 5.25 seconds ⇒ 4
  • P bonus attack speed: 20% – 80% linear ⇒ 50% – 130% level growth
  • P monster damage cap: 80 flat ⇒ 50 – 150 ⇒ 65 – 150
  • Q base damage: 180 – 340 ⇒ 135 – 195
  • Q now deals 6% – 10% max HP, capped at 60 – 300 against monsters ⇒ 65 – 300 against monsters

  • AD reduced from 55 ⇒ 50 (70 ⇒ 65 for Ornn version)
